The service is called thumbshots.org. They provide FREE thumbnails for simply giving them attribution. You go onto their site and can register and find out how about the license and then they give you link and image html code.

They provide this service free as it is a gateway to their pay service. While the free service ONLY shows websites from DMOZ.org the pay subscription gives you a more websites, faster updates, and bit more flexibility when it comes to displaying thumbnails.

You do NOT need to install anything or even upload the images to your server they do all the work. All you do is link to the image. An added benefit is that the image brings to life your links. No wondering if you’ve been to a site or if the site may be inappropriate.

People have also built add-ons for IE and Firefox that use thumbshots to display a preview of the website in search engine results.
